The Twenty-Four Phase Form is a life structure, but does not refer to someone being a 24-dimensional being. As you noted, it means one basic structure (life unit) of the being's body has a combination of 24 spaces.

Description

Luo Feng is one of the strongest figures within the novel Lord Xue Ying, his blade being the most frightening among all Overlords.[1] He is, in fact, the protagonist of Swallowed Star.

He is first introduced as Luo City Lord, the head of Luo City. Xue Ying first encountered him when he arrived to save his son Luo Hai and punish Ancestor Bone during Xue Ying's adventure in the Primal Chaos Void.[2] He was recognized as an influential figure within the Origin World because he surpassed all the Apex Cosmos Gods in terms of realm, despite having a Primal Chaos Void God cultivation.

City Lord Luo is the creator of the Star Pagoda(s) which are present in the 6 Holy Lands.[?]

He provides guidance to Cosmos Gods in the Primal Chaos Void.[3]

Yuan created the origin world Realm Heart Great Land to make cultivators at the Overlord class, instead of getting a harvest, precisely it expert who broke through to the Chaotic Origin Lifefrom class appeared from another naturally evolving origin world. It was named Great Origin Land and that resulted is City Lord Luo (Luo Feng).[4]

Luo Feng actually has the cultivation of Chaotic Origin Lifeform Overlord. His cultivation was restricted due to the fact that Chaotic Origin Lifeforms the Overlord class are suppressed to that level inside an Origin World. His strength was so overwhelmingly strong that the moment he descended with his real body, it would cause the Origin World to explode. [5]

As Xue Ying's cultivation level increases, he learns more about Luo City Lord. He provided assistance to Xue Ying in breaking through to Peak Primal Chaos Realm because he wished for him to survive the impending Apocalpse. He was actually the overseer of Xue Ying's origin world. This was a task previously handled by Yuan but eventually passed it on to him. His role ended when Xue Ying became the Lord of his origin world.[6]

At the very end of the novel, Xue Ying finally learns his name and he told Xue Ying that he was in the past helped by Yuan to breakthrough to Chaotic Origin Lifefrom Overlord class, otherwise it would've needed more effort.[7]
