This is the official working at the Black Dragon Mountain Empire government office on Jade Rock Star. When Luo Feng, Hong, and Lei Shen traveled to Jade Rock Star to purchase Earth, this official assisted them. Initially, he told Luo Feng that it would take 30 days at the most to complete the purchasing process. When Luo Feng offered 10 million Black Dragon Coins if he could resolve it in 7 days, 100 million if he could in 3 days, and 500 million if he could in 1 day, and 1 billion if he could settle it in an hour, he gave a guarantee of finishing within a day. Luo Feng gave him 200 million to start, and he successfully completed the purchase process in under 3.5 hours, earning the remaining 500 million.[3]
