Bao Zheng is a former Examiner for Jiangnan City, nicknamed Iron Mask Bao Zheng (铁面包拯) by the Chairman and Chiefs of that time. He fired 6 chiefs and kicked out a chairman during his tenure, causing future chiefs and chairmen to be worried about being fired.
The term 铁面 is used figuratively to mean a strictly impartial or upright person, so the nickname probably referred to a 'by the books' attitude that left no margin for corruption or favors.
