The Black Dragon Mountain Empire ID Card is proof of one's citizenship in the Black Dragon Mountain Empire. One must visit a station of affairs within the empire and, if they have not joined any other civilization, pay 50 Black Dragon Coins and fill out some paperwork to acquire this proof of citizenship. It is very durable, usually lasting two to three thousand years before degrading. An Apprentice Level 7 would need to use their full strength to tear it!
