North Dragon City is one of the four large organizations of the Black Dragon Mountain Empire. As one of the four large organizations, it, along with Hundred Tigers Building, Three Axe Mountain, and Black Cloud Guild, represents the people of the empire, rather than its government.[3] Its power spreads across many galaxies, and it has a group of World Master fighters, giving it comparable fighting strength to each of the other large organizations, as well as the two sacred lands, Black Dragon Mountain and Ice Sea God Country.
At the beginning of the excavation of the World Within a World on Cang Lan Star, their faction contained about 2,100 people[4], but as one of the four large organizations of the empire, it was allowed up to 200,000 Stellar Level explorers.[5] At the conclusion of the excavation, their faction was smaller than the nearly 80,000 person contingent of Three Axe Mountain.[6]
