Original Body[]
Primal Chaos City Leader's original body wears a golden robe, has cyan-colored scales on his head, and a face that looks like an Earthling's. His eyes are as calm as the endless starry sky. Even just standing in place, he exudes an overwhelming power, as if the surrounding space and time could be violently shattered at any time. It has an intensely aggressive aura. His original body traverses Universe Ocean, and is the form that often appears within the Virtual Universe.
After breaking through to True God, this was his only body, and his aura was more conservative and reserved.
Primal Chaos City Body[]
The body that manages Primal Chaos City is a burly man about 3 meters tall, wearing an incredibly complex, ancient, dark red armor and combat boots. He has two fiery red horns on his forehead, with peculiar engravings, and a scaly tail that stretches out from his armor. While he looks very ferocious, his eyes are calm like the vast ocean or endless space, calming one down from within. This body is responsible for killing and punishing, so those in the city are told to be respectful and not offend him.
Thousand Treasures River Body[]
This body is a Special Lifeform over 10,000 kilometers tall, and is well-known due to wielding the Top Arcana Domain Treasure, Thousand Treasures River. His skin is silvery-white and he has over 1,000 antennas on his head, as well as a pair of eyes that were very peaceful, like a large lake. He walks barefoot, holds an ancient, rugged stone staff, and wears a seemingly ordinary shirt. This shirt has a thousand tools on it, making sounds that penetrate the soul, and is actually a form of the Thousand Treasures River. This body stays in the Original Universe and is in charge of the Virtual Universe Company.

Primal Chaos City Leader is an extremely responsible character, taking to heart his duty of managing the Virtual Universe Company and leading the Human Race. He always keeps the race's best interests in mind, and is known for being a most impartial and authoritative leader. While many Universe Masters could not be bothered with the trivialities required to manage the race, he is known for his patience and as such has always been much respected. Among the other races, he is famous for his slaughtering of enemies and incredible strength.
Biography[]
Primal Chaos City Leader is the first disciple of Ancestor Yuan, and is the acting leader of the Virtual Universe Company while Yuan is suppressed. Additionally, he protects and manages the Beginning Universe in Yuan's stead.
Beginnings[]
Early in the Third Reincarnation Era, Primal Chaos City Leader grew up alongside Huge Axe Creator, serving as Ancestor Yuan's very first disciples. With his obedient nature, Primal Chaos City Leader was officially accepted as Ancestor Yuan's first disciple. While Huge Axe Creator was wilder and did not become an official disciple, the three were very close, with Yuan akin to a father figure and Huge Axe and Primal Chaos akin to an older and younger brother, respectively. As he trained under Yuan, he obtained incredible power and an abundance of experience, learning about all sorts of lifeforms within the Original Universe and Universe Ocean, even rare ones like the Mosha Clan, Golden Horned Beast, and the Natural Beast Gods. During this time, he met others who became Yuan's disciples, including his future sworn brothers Darkness Master and Ice Summit Master.
Leading the Virtual Universe Company[]
After Ancestor Yuan challenged the Origin Will of the Original Universe and was forcibly suppressed, Primal Chaos City Leader took on the role of leader of the Virtual Universe Company (VUC). He split up his 3 bodies, with one body stationed in Primal Chaos City, one in the Original Universe, and one in Universe Ocean. Maintaining contact with Yuan, Primal Chaos City Leader worked closely with Huge Axe Creator, continuing to forge a deep friendship and sharing the responsibility of the Human Race.
Within the Beginning Universe, Primal Chaos City Leader spent countless eras as the guardian of Primal Chaos City, making countless other races not dare to enter. With the support of Ancestor Yuan, he punishes those who disobey the rules of the city, and kills those who attempt to invade it, becoming known as invincible in the Beginning Universe. At some point, he left behind the Universe Primal Chaos Tablet, the 2nd-ranked Primal Chaos Tablet in Primal Chaos City. He monitors the geniuses who entered Primal Chaos City, ensuring that spies do not infiltrate the city. With his status, even an Invincible Immortal King like King Zhenyan had almost no possibility of seeing his true body! His disciples usually lived within his territory, at the core of the center of the Primal Secret Realm, and even the delivery men in the territory were Immortals who had to compete for the position! As a pinnacle existence within the race, he occasionally accepted some geniuses as disciples, with many more as his disciples-in-name. One of these geniuses, Kedi, was incredibly powerful, and he constantly met the city leader's expectations. Unfortunately, as a powerful genius, he was also targeted by the enemies of the Human Race, and was eventually killed by the Zerg Race, increasing the city leader's fury toward them. His disciples are incredibly powerful, with Venerable Gui Yi, a Universe Overlord, explicitly stating that many are more powerful than him.
Within the Original Universe, Primal Chaos City Leader carries the weight of the Human Race on his shoulders, helping to manage the flow of Arcana, inheritances, and other resources within the race. He participated in countless battles with the other races of the Original Universe and became known for slaughtering an incredible number of creatures. The corpses of some of those creatures are present in his residence in Primal Chaos City. He helped the race cultivate great beings like Flame Emperor, and never slacked in his duties, also serving as one of the Palace Masters of the Hongmeng. With his authority, he could create identities to hide the true identities of the race's geniuses, and he could help powerful geniuses join the Hongmeng before they actually became Immortal Kings. At some point, he performed a favor for Nine Remoteness Master, giving him a valuable favor for use later. Due to Primal Chaos City Leader's strength, there were many times that the presence of Huge Axe Creator was not required at all! With his strength, he was considered scarier than three or four ordinary Universe Masters put together! Whenever Huge Axe Creator was away from the Original Universe for a long time, Primal Chaos City Leader was left in charge of all issues within the Human Race.
Within the Virtual Universe, he could be considered the highest acting authority, having been chosen by Ancestor Yuan for the duty. While managing the VUC, it became known throughout the universe as being just as powerful as the Huge Axe Dojo. He dwelt in a majestic palace in the highest quarters of Thunder Island, to which his disciples could teleport directly to speak with him. He could determine where cultivators resided on Thunder Island, even enabling geniuses to live on the hillside among Universe Venerables before they broke through to Universe Venerable. With his authority, nothing was hidden from him! If someone used the Virtual Universe, he would be aware of it.
At the same time, he built a reputation in Universe Ocean as an incredibly powerful Universe Master. Five Chaos Master held him in higher esteem than he did Star River Master, and felt that he was the human with the greatest hope of becoming a True God. The two had even battled, with the city leader proving himself capable of facing Five Chaos Master's Five Beast Great Extermination head-on! Powerful Universe Masters of the Holy Lands also sought to test themselves against him, recognizing his abilities as comparable to some of their strongest members.
With the Beginning Universe under his jurisdiction, his incredible power, and his status as the highest authority in the VUC, within the Human Race, only Huge Axe Creator was qualified to oppress him!
Shortly after the arrival of Luo Feng's Pinnacle Genius Battle group in Primal Chaos City, the city leader punished two Immortals, Leibo and Waze, who dared to battle within the city. The power displayed shocked the geniuses, and even Babata, who had previously witnessed the strength of a Universe Venerable!
Disciple Luo Feng[]
A New Disciple[]
When Luo Feng passed the 8th through 13th level of the Tong Tian Bridge in one go, he aroused the interests of multiple Universe Venerables, as well as the attention of enemies of the Human Race. Primal Chaos City Leader sent someone to tell King Zhenyan that he was willing to take Luo Feng in as a disciple-in-name, and Zhenyan convinced Luo Feng to take him up on the offer. After informing Venerable Nine Swords, Luo Feng visited the City Leader's Residence per his order, an extremely rare occurrence for a Domain Master or World Master.
Within the Primal Chaos Ruins, his Primal Chaos City body officially met Luo Feng for the first time, acknowledging Luo Feng's talent in the Law of Space . Recognizing his possible talent in the Way of the Beast God, and that Zhenyan exchanged the first half of the Yan Shen 7 Forms for him, the city leader gave Luo Feng 3,000 years in Primal Chaos City to comprehend the 1st of the Yan Shen 7 Forms. If Luo Feng was successful, the city leader would accept him as a true disciple. To aid in this, he allowed Luo Feng to visit his disciple, Venerable Golden Axe, once a decade for guidance along the way, as well as an extra 20 opportunities to study the 9 Universe Primal Chaos Tablet. The news of Luo Feng becoming his disciple-in-name became known among the Universe Venerables, resulting in an increase in the Luo Family's status, with the Lord of Ganwu ordering to look over his family well.
Around 800 years into Luo Feng's study of the Yan Shen 7 Forms, the city leader received an update from Venerable Golden Axe, who stated that within 3 more years at the most, Luo Feng would complete the 1st of the Yan Shen 7 Forms. Smiling at his talent in the Way of the Beast God, he awaited Luo Feng's arrival. Three months later, Luo Feng arrived at the Primal Chaos Ruins and demonstrated the 1st form with a powerful claw technique, and the city leader accepted him as his 32nd disciple (27th surviving). Telling Luo Feng that 5 of his disciples had fallen, he remarked that Luo Feng was still weak for now, but that he believed he would easily reach Pinnacle Immortal King. He gave Luo Feng permission to teleport directly to his palace on Thunder Island and ordered him to visit him the day he reached World Master and decided to leave Primal Chaos City.
World Master Luo Feng[]
Having mastered the 1st of the Yan Shen 7 Forms, Luo Feng passed the Domain Master Primal Sky Mountain, then broke through to World Master. Following the city leader's orders, he visited him in the Primal Chaos Ruins, where the city leader remarked that Luo Feng was finally willing to break through to World Master, revealing that he knew that he had possessed a Golden Horned Beast's body. Primal Chaos City Leader then assuaged Luo Feng's fears and explained his role of checking all of the geniuses who entered Primal Chaos City, as well as supervising any Immortal on their first visit. He continued on to provide Luo Feng guidance on his final body to be produced through the beast's Clone technique.
Since Luo Feng was a new World Master, the city leader explained the purpose of creating one's own techniques, advising him to first work on studying Xi Luo Duo's techniques, then battling, and after feeling that those techniques are inadequate, then using the Yan Shen 7 Forms to build his own techniques. He also gave Luo Feng two gifts, the Beast God Armament and the Shi Wu Wings (along with the winged technique Lie Yu), and reminded him to come see him before leaving Primal Chaos City for his life-and-death trials. When Luo Feng returned and stated his intention to join the Extraterritorial Battlefield, he gave him warnings about the Zerg Race, emphasizing that even his powerful disciple Kedi fell to their methods, despite being more powerful, with stronger treasures. He took the opportunity to give Luo Feng a quick lesson on the battles between the races, as well as explaining the limitations of the Time and Space Reversal technique. After ordering him to self-destruct if he ever met a soul attack beyond his capability, he also gave him a keepsake that he could use in an emergency to request his direct assistance.
Due to his status as the city leader's disciple, Luo Feng's authority surpassed many Immortal Kings, and the danger from other races increased accordingly. While he gained multiple benefits, including a much larger training ground, he also had much higher requirements, being expected to kill Immortals while remaining a World Master. During Luo Feng's time in the Extraterritorial Battlefield, the city leader often provided him guidance in technique creation, ultimately arranging special opponents for him to battle in the Virtual Universe to improve his weak points. While observing Luo Feng's improvements, the city leader was often reminded of Kedi, and lamented that he hadn't given him an Arcana. Primal Chaos City Leader watched as Luo Feng created his Bright Moon Policy technique manual and also gave him information regarding the different technique levels. Complimenting him on creating a Pinnacle Technique in 1,200 years, he advised him to continue battling in the Extraterritorial Battlefield to perfect his techniques.
Behind the scenes, Primal Chaos City Leader worked to admit Luo Feng into the Hongmeng while also keeping his combat footage secret from all but the most important members of the race. When Luo Feng acquired a Dream Light God Envoy Inheritance Crystal, the city leader explained its value, as well as the pros and cons of accepting that inheritance. At the end of the discussion, he gave Luo Feng the option of selling the crystal to the VUC or exchanging it for a God General Inheritance opportunity. When Luo Feng decided to keep the crystal and make his decision later, the city leader saved a slot for the next God General Inheritance opportunity, in case Luo Feng made that choice. Reviewing Luo Feng's footage, he wondered how exactly Luo Feng was able to easily kill a Pinnacle Immortal Marquis and even a Low Immortal King.
When Luo Feng purchased the King Armor from the Universe Treasure Hall, Dragon Walk Master made the city leader aware of it, and the pair discussed the connections between Luo Feng, the Earthlings, the Flame God Race, and Sitting Mountain Guest. The city leader was disappointed that Luo Feng's strength seemed to come from the Soldier Armor and General Armor, noting that as one got stronger, those treasures would decrease in value, while an Arcana would become more useful.
Luo Feng's Rise[]
Star Tower[]
During his time on the Yan Ji Continent, Luo Feng (under his Yang alias) killed many Immortals. While King Zhenyan was very satisfied with Luo Feng's performance, Primal Chaos City Leader did not compliment him for those killings or his acquisition of the treasure from the Sacrificial Tower. His only compliment was when Luo Feng created his Pinnacle Technique. Later, during his battle with King Purple Clock, he killed multiple Immortal Kings and even forced the Limit Immortal King Heavy Arrow into Deep Sleep, ultimately earning the title King Blade River. The city leader directly contacted Zhenyan and ordered him to keep Luo Feng's identity as King Blade River as a complete secret.
Reflecting on Luo Feng's methods to kill those Immortal Kings, Primal Chaos City Leader determined that he would have to properly talk to Luo Feng to properly understand his current strength. At that time, while his Primal Chaos City body thought about Luo Feng, his original body was in a predicament. While Luo Feng started the life-or-death inheritance of Star Tower, Primal Chaos City Leader battled with Meng Tuo Master, eventually being suppressed in that battle. Fortunately for him, Sitting Mountain Guest happened upon the battle and interfered, and the city leader eventually escaped.
Having spent the previous centuries focusing on his own matters, the city leader summoned Luo Feng, wanting to test him and learn the details of his situation, but received an automated reply. Accessing the Extraterritorial Battlefield Army System, he learned that Luo Feng last connected to the Virtual Universe from Star Tower, and sent him an order to see him immediately when he next entered the Virtual Universe. When King Zhenyan, troubled by Xu Xin's news that Luo Feng left a message stating that he would return in the distant future, rushed to the City Leader's Residence, the city leader confirmed that Luo Feng was alive, but had been in Star Tower for the past 6,000 years. He ultimately contacted Luo Feng twice during the inheritance.
After passing the inheritance of Star Tower, Luo Feng visited Primal Chaos City Leader at his palace on Thunder Island, and the city leader noticed that he had been recognized by the Law of Space . After asking about his law comprehension, he advised Luo Feng to attempt the World Master Primal Sky Mountain to solidify his reputation within the race. Reminding him to keep his King Blade River identity separate from his Luo Feng identity, he informed Luo Feng that he crafted a detailed King Blade River identity for him to use in the Hongmeng, and that once he passed the World Master Sky Mountain, he would arrange for Luo Feng to join as himself as well, giving him 2 slots. Continuing, he asked Luo Feng how he could use the Flame God Race armors, and was pleasantly surprised to learn that Luo Feng, through the absorption of Blood River Crystals, had become a Black Warrior. Verbally complimenting Luo Feng, he shocked his student, who had never heard him compliment him in that manner.
Complimenting his strength, he told Luo Feng to not spread the news that he became a Black Warrior, and advised him to break through to Immortal whenever he could. Luo Feng reminded him that he still needed to cultivate his final Clone, and the two discussed his options, with the city leader reminding him to act according to his strength. The city leader smiled when receiving the news that Luo Feng passed the World Master Primal Sky Mountain, and reminded him again not to reveal his identity as Blade River. During Luo Feng's rise, the city leader acknowledged that he rarely came to him for help, and gradually understood his character, truly caring for his family and the Earthlings. He also recognized that Luo Feng had more secrets than even he knew, since he was able to easily kill Limit Immortal Kings and even exchange blows with King Black Razor as a World Master! When Luo Feng asked him to assist with the situation between the immigrants from the powerful families of the Human Race and the Earthlings, he directly intervened, giving an order that neither the immigrants nor the Earthlings could set foot on or fly over the other's territory, on penalty of death!
Ice Prison[]
When Luo Feng was trapped in Ice Prison, Primal Chaos City Leader observed his training in the Virtual Universe, showing some concern that he was training Spirit Weapon techniques instead of blade techniques. Since he believed that Luo Feng would only learn his lesson by suffering losses, he didn't criticize Luo Feng during his training. After Luo Feng created Lightning-Fast Striking Star, the city leader took the initiative to see him, complimenting his technique and then telling him to fight 10 more creatures before coming to see him again.
After Luo Feng fought with King Lightning-Racing and attacked Silver Eye, Primal Chaos City Leader visited him and asked if he would continue to study both Spirt Weapon techniques and Warrior techniques. Disappointed with Luo Feng's answer, he scolded him, asking if he didn't realize that he was wasting his time on the Spirit Master path. When Luo Feng replied with the advantages that he had as a Spirit Master, the city leader explained that Spirit Masters can never match a Beast God. He mentioned Xi Luo Duo as an example of someone who tried and never succeeded, and waited for Luo Feng to respond. Primal Chaos City Leader decided not to speak any more on the subject when Luo Feng responded that he would continue to follow both paths, stating he would see how far Luo Feng could go. He continued to provide opponents to help Luo Feng practice his techniques, and gave him advice on technique creation.
Later, Luo Feng contacted him after arranging a deal with Si Bo Wa to obtain a Beast God Inheritance Order, hoping for his assistance in escaping Ice Prison. Hoping to travel to the Ancestral God Sect's Land of Inheritance, Luo Feng did not want to spend 10,000 years in Ice Prison, and the city leader agreed. He showed up to allow Luo Feng to escape Ice Prison just as Sky Wolf Master threatened to kill him. After exchanging some taunts with Sky Wolf Master, he left with Luo Feng, leaving Venerable Green Dou Kou in awe.
The Ancestral God Sect[]
Having retrieved Luo Feng from Ice Prison, Primal Chaos City Leader brought him to the Primal Secret Realm, where the two discussed the Beast God Inheritance Order that Luo Feng acquired. Noting that the order was for Law of Earth and Law of Space , the city leader gave Luo Feng the opportunity to pass the order to his other teacher, King Zhenyan, which Luo Feng immediately accepted. After telling Luo Feng to give the order to Zhenyan, the city leader informed him that he would file an application for another Beast God Inheritance Order for King Blade River. While he had enough experience with Luo Feng to know his nature, he was still happy to see Luo Feng's willingness to give the order to Zhenyan. When the application was approved, he informed Luo Feng and told him to go to the Land of Inheritance together with Zhenyan.
The news that Luo Feng accepted over 620,000 battles within the World of Glory shocked Primal Chaos City Leader, who had not read Shadow Monarch's messages. After reading the messages, he saw that Luo Feng already had a record of 2,979 victories in 3,000 battles, causing him to remark that the Ancestral God Sect might cultivate a supreme being of the Human Race. Taking Shadow Monarch's warnings to heart, he replied that he would deal with the possible assassination attempts from the Zerg, Automaton, and Demon races.
Primal Chaos City Leader waited with some expectation to see if Luo Feng could acquire part of a World Tree and breed a World Tree body. He was startled to learn that while hiding on Rock Island, Luo Feng was attacked by King Bark Mirror, noting that with his abilities, he could rival a Universe Venerable. Learning that Luo Feng had a Soul Arcana, he remarked that while Luo Feng had 3 Arcana as a World Master, he himself only had 1 when he was a World Master. After learning that Luo Feng escaped into Nine Remoteness Ocean, he told Luo Feng that if he truly could not escape, he could declare his status as his disciple, and Nine Remoteness Master, who owed him a favor, would ensure his safety.
Luo Feng, having retrieved his Mosha Body, did not need the favor to escape the dragnet within Nine Remoteness World, but due to his experiences there, he had questions. After informing the city leader that he failed to breed the World Tree body, Luo Feng inquired about the connection between Nine Remoteness Master and the Nine Remoteness Ocean, causing the city leader to explain what he knew of the incredible Universe Master. Surprised to learn from Luo Feng that Nine Remoteness Master had 108 total children, he understood that his intention to create his third body using the water of one of those children, and told him to use the favor if he was confronted by Nine Remoteness Master. He was thrilled to learn that not only did Luo Feng not have to use the favor, but he also able to begin breeding the Remote Ocean Body!
After hearing the details from Luo Feng, he understood that his disciple might get Arcana from the Ancestral God Sect in the future. Following Luo Feng's acquisition of the Silver Dragon Phantom Ship, he summoned Luo Feng to his palace on Thunder Island, and the two discussed the treasure's former owner, Alcohol Master. Explaining the value of the Natural Beast Gods, Primal Chaos City Leader revealed that the Blood River Crystals came from a Natural Beast God, then told him to complete his fusion with the crystals before breaking through to Immortal. He further explained the universe limits on amplification, then told Luo Feng that he could apply for Beast God Blood to top off his fusion with the crystals.
While Luo Feng improved his Remote Ocean Body through the Nine Calamities Secret Tome, the city leader wondered why he had not yet broken through to Immortal, but decided to leave him alone, since he was quite satisfied with his progress. He was unaware of Luo Feng receiving the inherited technique I Am the Universe, despite Luo Feng receiving it while within the domain of Thousand Treasures River. As Luo Feng worked to create his third Pinnacle Technique, the city leader was surprised that he still hadn't broken through to Immortal. He finally approached Luo Feng about 3,000 years after his failed attempt to break through, and thought that he was being modest when he stated that he still was not powerful enough to break through. Startled to hear that Luo Feng would attempt again after making his first three techniques Ultimate Techniques, he continued to provide opponents for Luo Feng's training.
At the conclusion of Luo Feng's 80,000 years in seclusion, the city leader noticed that Luo Feng had improved his mental state and was on the brink of something incredible. He observed as the Law of Gold completely enveloped the Thousand Treasures River as Luo Feng finally broke through to Immortal, noting that even the 108 princes of Nine Remoteness Master wouldn't cause such a scene when breaking through. With his experience with the breakthroughs of multiple Special Lifeforms, he realized that Luo Feng might be stronger than any Special Lifeform that he had seen. Quite satisfied with Luo Feng's strength, he inquired if his disciple could defeat King Zhu Chong, and nodded when he confirmed that he could. After Luo Feng created his God Country, the city leader summoned him, showing him the palaces on Thunder Island and telling him to build a residence on the mountainside, which eventually caused discontent among the Universe Venerables. Realizing this possibility, he told Luo Feng to prove that he had the power of a Universe Venerable.
The Supreme Council[]
After Luo Feng defeated King Bark Mirror, Primal Chaos City Leader sent Gui Yi to tell him that his application had been approved and he was qualified to participate in the Supreme Council. At the next Supreme Council meeting, he received complaints from some of the other Universe Masters, who thought that he showed bias towards Luo Feng, giving him a Soul Arcana when he was a World Master. Seeing the lively discussion, he told the assembled Universe Masters that on the contrary, Luo Feng obtained 2 Arcana from his own encounters, and had only received the Shi Wu Wings from him. Continuing on to chair the meeting, the city leader announced the impending opening of the Original Star, telling them to begin their preparations to enter the star in 10 years.
Ten years later, the city leader met with Luo Feng and offered to provide some Universe Venerables to join Luo Feng in his trip to the Original Star, and was startled by his response that he was going by himself. Reminding Luo Feng that a revealed trump card is no longer a trump card, he also admonished him for revealing his Domain Technique in the Flame God Race territory. After giving him some background on Flame Emperor's history, he told Luo Feng to summon him if Flame Emperor attacked him.
Luo Feng's time on the Original Stars brought the city leader more shocks, as not only did Luo Feng acquire a blade of Sword River Luo, but he also successfully survived the attacks from Universe Overlords Forked Blood Palace Leader and Venerable Bei Feng. After learning of the Northern Territory Alliance's pursuit, he advised Luo Feng to leave all his treasures with his Remote Ocean Body and avoid the whirlpool portals, hoping to stall the enemies until he could arrive. Leaving the Primal Secret Realm to Darkness Master, his Thousand Treasures River body left for the Original Stars. His arrival interrupted the dispute between Overflowing Devil Master and Flame Star Master, and under the guise of fulfilling Flame Star Master's request, he declined to battle over the Arcana, ending the dispute. He then ordered the Universe Venerables of the Hongmeng to not attack the Golden Horned Beast Body.
After Luo Feng successfully left the Original Star, Primal Chaos City Leader, after asking what Luo Feng wished to do with the blade, advised him to head to Primal Chaos City to have it appraised and exchanged for other Arcana. Later, when Luo Feng began his massacre of Universe Venerables and Universe Overlords, the city leader wondered if Luo Feng had befriended a Top Universe Overlord, as neither he nor the other Palace Masters of the Hongmeng believed that Luo Feng was strong enough to kill Universe Overlords.
Primal Chaos City Leader was one of those who was made aware of Luo Feng's acquisition of a Disambiguation Mirror Stone. At the conclusion of Huge Axe Creator's meeting with the human Universe Masters, Primal Chaos City Leader was asked to convince Luo Feng to exchange the stone with the race. In their meeting he explained how he knew that Luo Feng had the stone, the value of the stone to the race, and the dangers of exploring the Disambiguation Temple. After hearing of the dangers, Luo Feng then told the city leader that he had the strength of a Top Universe Overlord and that he was the one who killed the other race Universe Venerables. Despite witnessing Luo Feng's rise, he was shocked, as he had only existed for around 100,000 years! Even after hearing this, he still attempted to persuade Luo Feng to exchange the stone, which led to Luo Feng requesting the remaining half of Earth's ownership in exchange. In the follow-up meeting with the Universe Masters of the race, the city leader presented Luo Feng's conditions, sparking an argument, then informed them all that Luo Feng was a Top Universe Overlord. When Desolation Master expressed skepticism about Luo Feng's strength, the city leader angrily retorted that Luo Feng wasn't like his disciple. As the group continued to argue, the city leader inwardly sighed at their unwillingness to exchange Earth for the token. At the conclusion of the meeting, Huge Axe Creator told him to tell Luo Feng that the race would not force him to give up the token, but that they would not exchange the rights of Earth for it.
Before leaving to acquire the final piece of the Nine Calamities Secret Tome, Luo Feng met with Primal Chaos City Leader to inform him that he was leaving human territory for some time. While he was shocked at Luo Feng's strength after being away for almost 20,000 years (in Beast God Sector), he could tell that Luo Feng's Consciousness and Willpower were already Universe Master level. With that in mind, plus Luo Feng's Remote Ocean body, even if he was killed, he would only lose his Arcana, so he didn't try to prevent Luo Feng from leaving. Still, he was shocked when he learned that Luo Feng was attacked by False-Real Devil God, sending him a message to come see him. Together with Dragon Walk Master, the city leader listened to Luo Feng's account of the attack, eventually deciding to inform Huge Axe Creator so the leaders of the race could discuss the matter. After their discussion, the city leader gave Luo Feng the Soul High Arcana Yuxiang, then advised him to continue to hone his abilities through combat.
Universe Master Luo Feng[]
Luo Feng took Primal Chaos City Leader's advice to heart, eventually returning to the Original Stars and battling Venerable Sky Flower. The Three-Race Alliance, still incensed, sent Banff Master to kill him, and Primal Chaos City Leader informed him that Dragon Walk Master had arrived at his location to assist him. Informing him to self-destruct if he couldn't survive the attacks, he also travelled there himself, eventually countering Floating Mountain Sea with his Thousand Treasures River. Through the Thousand Treasures River, he could sense when Luo Feng used I Am the Universe to kill thousands of Universe Venerables, initially fearing that it was Banff Master's technique. He listened in shock as Luo Feng declared that it was his technique that had killed the Universe Venerables, then he advised Luo Feng to allow the Three-Race Alliance to kill his body to save face. When Luo Feng refused, the city leader advised him that the bad blood between he and the Three-Race Alliance would intensify, but he approved of Luo Feng's resolve. After Luo Feng successfully escaped the Original Star, the city leader and Dragon Walk Master left upon Dream Demon Ancestor's arrival.
With his accomplishments on the Original Stars, Luo Feng was declared a Universe Master. Primal Chaos City Leader summoned him to the apex of Thunder Island and introduced him to the other Universe Masters of the Virtual Universe Company (VUC) lineage, Dragon Walk Master, Ice Summit Master, Darkness Master, and You Hou Master. He then informed the assembled of Luo Feng's prowess, and accepted Luo Feng's title of Milky Way Seigneur. The city leader then led the group to meet Ancestor Yuan at the Virtual Universe Origin. After discussing some of Ancestor Yuan's current situation, the group then returned to Thunder Island to attend the Huge Axe Meeting. At the Huge Axe Meeting, the Universe Masters of the race discussed the rights of Earth, eventually returning the other half to Luo Feng, welcomed Luo Feng to their ranks, then discussed the Original Stars and Universe Ocean. After the meeting, the city leader explained why Huge Axe Creator transferred a Pinnacle Arcana to the VUC in exchange for Earth's rights, and confirmed that Luo Feng wished to stay in the Milky Way forever.
Later, when Huge Axe Creator decided to venture to Tilted Peak Realm, Primal Chaos City Leader was left in charge of the human race in his absence. During this time, he also occasionally chatted with Luo Feng, giving him a deeper understanding of the tiers of Universe Master. When Luo Feng, on the orders of the Ancestral God Sect, ventured to Yuan Ao Secret Region, he contacted the city leader, since no other humans were present. After learning the current situation, the city leader sent Ice Summit Master to assist Luo Feng. Upon their return, the city leader was shocked to hear that the Shi Wu Wings had another component, and that with its power, Luo Feng acquired the Flame Sand Cup. Recognizing Luo Feng's strength, he gave Luo Feng permission to enter Universe Ocean, telling him to go home and prepare for the journey. The city leader then brought his original body to meet Luo Feng and bring him to Universe Ocean.
Primal Chaos City Leader, in his original body, met with Luo Feng and the pair traveled to the Toya Black Hole to enter Universe Ocean. After explaining the dangers and properties of Universe Ocean, he passed Luo Feng some information on the great beings dwelling in Universe Ocean. Finally, the pair arrived in the external area of Tilted Peak Realm, where the great beings of the human race were gathered. Following the Hongmeng tradition, he joined Penggong Master, Absolute Darkness Master, Flint Master, You Hou Master, and Lang An Master in wishing endless treasures and eternal life to Luo Feng in celebration of his first journey into Universe Ocean. At the conclusion of the ceremony, he adventured on his own. Later, after putting on a tough face toward the other powers in Universe Ocean, he and Void Gold Master asked Luo Feng how he came to befriend Blood Cloud Palace Master. During his exploration of the inner area of Tilted Peak Realm, he faced off against a Universe Master from Purple Moon Holy Land, easily defeating him with his palm technique. That great being was impressed, remarking that Purple Moon Ancestor had stated that Primal Chaos City Leader had the highest chance of becoming a Universe Supreme Master (True God). The city leader thought to himself that the ancestor said that so more Universe Masters would come to fight him.
Universe Boat[]
Shortly after this battle, Primal Chaos City Leader was contacted by Huge Axe Creator, who exclaimed his joy at acquiring the Xeon Arcana, Divine Axe. He then shared this knowledge with the other Universe Masters of the Human Race, who celebrated the good news. At the celebration, Primal Chaos City Leader spoke with Luo Feng, providing him with more detailed information on Universe Boat, and learned of his acquisition of a Pulling Traces Diagram (left behind by Jie Fanzi). Later, when a group of Universe Masters from the Hongmeng explored Universe Boat, the city leader warned Luo Feng that the inner area was extremely dangerous, an area in which even he had to be careful to avoid death.
When news of Luo Feng's battle with Five Chaos Master, Ultimate Arrow Master, and Yin Tuo spread throughout Universe Ocean, Penggong Master called the city leader, who quickly arrived at the main palace of Hongmeng Virtual City. Shocked at the news, he summoned Luo Feng to hear the details, and learned that in addition to what they knew, Luo Feng was being pursued by Five Chaos Master, Feng Long Master, Pan Ke Master, and You Ya Master. After hearing Luo Feng's plan to go through the Magma Sea, he shared his concern that no one could rescue Luo Feng. He and Penggong Master were concerned after hearing that Luo Feng would sacrifice his original body (Earthling Body), but they were unable to interfere. Primal Chaos City Leader sent Luo Feng 3 messages, hoping for an update on his situation, before finally receiving a response that he had dragged Five Chaos Master with him to the 9th level of the Twelve Abysses. After observing a moment of silence, he sent Luo Feng a message of support, telling him that he was bound to bounce back from this failure to rise higher and higher. Continuing to think about the situation, he was inwardly amazed that Luo Feng could drag someone of his caliber to death with him. He then visited Huge Axe Creator, with the hope that Huge Axe would travel to the Twelve Abysses to retrieve the Shi Wu Wings and Five Chaos Master's Arcana. Despite his concern, the city leader declined to visit Luo Feng, telling Dragon Walk Master that there was nothing he could do to help him and his Earthling Body could be quickly recovered by his Remote Ocean Body.
In Luo Feng's 620th year after entering Universe Boat, Primal Chaos City Leader learned of his plan to train at the Black-Striped Stone Pillars. While he could not comprehend Luo Feng's choice, he also couldn't comprehend his swift growth, so he kept his peace. He had been among those of the Human Race who were shocked at Luo Feng's performance in the battle in the Wave Star Sea. During Luo Feng's time in Universe Boat, the city leader and Huge Axe Creator sparred with him in the Virtual Universe, and marveled at him using a Universe Master Strongest Fusion Technique! After this, the city leader learned from Huge Axe Creator and Ancestor Yuan that Luo Feng had the second-most promise of becoming a Universe Supreme Master. Reminding Luo Feng to maintain his vigilance, he instructed him to inform him or Huge Axe Creator if he found dangers he couldn't handle alone.
Remarking at Luo Feng's rate of improvement, he told him that all he had to do was hone his skills a little more to become a Universe Master, at which point they would be equals. Inwardly, as he imagined 3 generations of Universe Supreme Masters coming from the same lineage, he looked forward to Luo Feng becoming a Universe Supreme Master. With this in mind, he told Luo Feng that once he became a Universe Master, he likely wouldn't have to wait too long to try to become a Universe Supreme Master, but he noted that he wouldn't be able to give guidance on that path. He then gave Luo Feng his blessing to head to the Black-Striped Stone Pillars. After Luo Feng accessed the space within Universe Boat corresponding to Five Chaos Master's Black Token, he gave its map of the Three Dangerous Lands to the city leader, who remarked on its incredible level of detail. Having received the map, the city leader thought on the rise of Ancestor Yuan and Huge Axe Creator, remarking that Luo Feng would likely add his name to that list of legendary beings. He then met with Huge Axe, giving him the map and determining Luo Feng's reward.
Duan Dong River Inheritance[]
During Luo Feng's time in Universe Boat, he was among those who discovered the Boat of Mausoleum and began taking part in the Duan Dong River Inheritance Test. Primal Chaos City Leader was made aware of this by the Skeleton Race, who hoped to prevent the Divine Eye Race from obtaining the inheritance. He and Huge Axe Creator agreed that Luo Feng was most suitable for taking the inheritance test, and later, he retrieved Luo Feng's Remote Ocean Body and brought it to the Huge Axe Universe to take advantage of its time acceleration. He and Huge Axe Creator continued to monitor Luo Feng's progress in the inheritance test, and were overjoyed to learn that he succeeded in becoming the next heir. After Huge Axe Creator contacted Luo Feng, the three of them discussed the gains that Luo Feng acquired. Primal Chaos City Leader was shocked to learn that Duan Dong River inheritance provided guidance that could lead to the Human Race exceeding the strength of an entire Reincarnation Era.
As one of the humans with the greatest potential, the city leader was among those who listened to Luo Feng as he discussed the paths to Universe Supreme Master (True God), and was delighted when Ancestor Yuan appeared to listen with them. After the discussion, he warned Luo Feng that the forces of East Emperor Holy Land and Purple Moon Holy Land had assembled to capture the Duan Dong River heir. The city leader and Huge Axe Creator were the first to learn of Luo Feng's deal with East Emperor Ancestor to exchange some intelligence for ten Xeon Arcana. When Luo Feng stated that he would give the first two Xeon Arcana to Huge Axe Creator and Primal Chaos City Leader, the city leader was deeply touched, nodding in agreement when Huge Axe remarked on Luo Feng's gratitude. Upon Luo Feng's safe return from Universe Boat, the city leader was among the 19 Universe Masters who gathered at the Huge Axe Godly Palace to congratulate him and discuss the plan for the human race to rise in Universe Ocean. Following the discussion, the city leader and Luo Feng began to set up the cultivation system for the race. To maintain security, Primal Chaos City was used as the cultivation land for those following the Duan Dong River inheritance cultivation system.
Strength[]
He was ranked amongst the top two in Humanity prior to Luo Feng's rise and after Ancestor Yuan got suppressed. The other position was held by the Huge Axe Creator until his death. Near the end of the Novel, he also broke through and became a True God[2]. By the time of the Sector Beast War, he was able to create Top-Tier True God Level 9 techniques[8]! With his techniques and valuables, he became one of the Eight Great Overlords of Universe Ocean. With the aid of Ancestor Yuan and Luo Feng's teachings and the guidance of the ancient civilization, he eventually broke through to Void True God, transcending reincarnation and reaching the Continent of Origin[3].
Among the batch of Void True Gods of the human race to travel to the Continent of Origin, he is the first to break through to become an Eternal True God.
Disciples[]
When Luo Feng consecutively passed 6 Tong Tian Bridge Levels (8 - 13), and he was regarded as the genius of 10 Million Eras. Primal Chaos City Leader sent Venerable Gui Yi to King Zhenyan's residence to inform King Zhenyan that he is willing to take Luo Feng his Disciple in Name[7]. After Luo Feng met him, he gave Luo Feng 3,000 Years to finish the 1st technique of Beast God 7 Kills, If Luo Feng can finish the 1st technique in 3,000 Years he will become his True Disciple[1].
Later on, Luo Feng became his 32nd True Disciple after finishing the 1st Technique[9]. He knew that Luo Feng possessed the Golden Horned Beast’s body since the first time he went to Primal Chaos City after Pinnacle Battles and thus told him that as long as Luo Feng's soul is still Human, he will be human.
