Biography[]
Shadow Monarch is a Universe Overlord who serves as the Intelligence Department Head of both the Virtual Universe Company and Hongmeng. He reports important information to Primal Chaos City Leader.
He became the head of the Intelligence Department of Hongmeng due to his performance in the same role for the Virtual Universe Company. The Virtual Universe Company's ability to crack the classified communication methods of those of other races who attempted to implant spies was so well-regarded that Shadow Monarch was placed in charge of the Intelligence Department of Hongmeng. His power was so great that it could rival some of the Hongmeng palace masters.
